The Operations Management and Facility Services (OMFS) group performs Operations and Maintenance (O&M), facilities management, and asset-management services for state and local government and private customers across the People and Places (PPS) Line of Business. The APACME OMFS group is a service center to the wider Jacobs APACME business.

As demand for high-quality Operations, Maintenance, and Facility Management (OMFS) services continues to grow across the Middle East, we are expanding our team of specialist consultants to meet the evolving needs of our clients. We are seeking a Senior Operations and Maintenance Specialist to join our APACME OMFS team, supporting a diverse portfolio of infrastructure and utility clients across the region.

Based in either KSA, Abu Dhabi, or Dubai (with hybrid working options available), this role offers the opportunity to contribute to high-impact projects that shape the future of essential services. You will play a key role in delivering OMFS initiatives across the People and Places line of business, working closely with clients to develop and implement tailored O&M strategies. You will also collaborate with our global practice groups to ensure alignment with international best practices.

This is a strategic and technically focused position that involves:

  • Leading the development and implementation of whole-of-life O&M frameworks, strategies, and procedures
  • Conducting asset condition assessments and supporting operational readiness for complex infrastructure systems
  • Advising clients on performance-based O&M contracts, digital transformation, and business improvement initiatives
  • Supporting the development of training programs, digital tools, and proposal documentation
  • Providing leadership and mentoring within a multidisciplinary consulting environment

You will be part of a team that delivers measurable value to clients across sectors such as water and wastewater utilities, power, transportation, and municipal services, helping them optimize performance, extend asset life, and ensure regulatory compliance.

Here’s what you’ll need

To be successful in this role, you will bring a combination of technical expertise, strategic insight, and client-facing experience. You should have a minimum of 10 years’ experience in operations and maintenance, with a strong background in water utility systems and infrastructure.

Key qualifications and experience include:

  • Proven experience in O&M strategy development, planning and scheduling, and contract operations
  • Experience working with Middle East clients and familiarity with regional regulatory environments
  • In-depth understanding of water and wastewater technologies and utility commissioning
  • Familiarity with Reliability Centred Maintenance (RCM), Root Cause Analysis (RCA), and FMECA
  • Experience with Design-Build-Operate (DBO) and EPCM project delivery models
  • Proficiency in CMMS/EAM systems, O&M performance benchmarking, and digital applications
  • Strong capability in data analysis, asset lifecycle forecasting, and business improvement processes
  • Ability to develop and deliver training frameworks and support operational readiness

In addition, you will be expected to:

  • Engage with clients to identify and prioritize O&M needs
  • Lead the preparation of technical reports, cost estimates, and staffing plans
  • Support proposal development and contribute to business development initiatives
  • Provide mentorship and share best practices across the OMFS team
  • Travel as required to support project delivery and client engagement

Desirable attributes include:

  • Involvement in PPP or large-scale DBO projects
  • A blend of consultancy and industry experience, ideally with international exposure
  • End-to-end project lifecycle experience, from design through to operations

This is primarily an office-based role (base flexible – KSA, Abu Dhabi or Dubai), but we also provide a hybrid working model. Travel to our clients and work overseas on short consultancy assignments and support in drafting proposals from time to time may be required
