Job Description

Key Responsibilities

  • Supervises and responsible for Long Range and strategic Planning activities for the rail network including major commodity demand forecasting and Manpower forecast requirements.
  • Support the development, maintenance, and reporting on the Projects Level 2 and Level 3 Master Schedules based on EPM and NEOM management inputs.
  • Identification and management of key Interfaces including give-gets between parties for and management of those within your area of responsibility.
  • Provides direction to NEOM Project EPM organization with respect to implementation of NEOM Projects Planning and Schedule, Progress Measurement Plans and Procedures.
  • Provides oversight and guidance in administering contractor’s claims including extension of time for delay and quantum matters.
  • Provide support to the Commercial department in relation to all aspects of time management, claims management, and dispute resolution.
  • Interface, coordination and communication with the Proponent, Procurement, Contracts, Legal, Finance and other NEOM Stakeholders in relation to planning matters.
  • Conducts periodic assessment on the current state of practice of the planning team. Inputs and supports the development and implementation of enhanced procedures and guidelines.
  • Drives, participates, and monitors the PMC Schedule Risk Analysis workshops and serves as primary reviewer of the PMC Quarterly Schedule Risk Analysis Report.
  • Provides monthly, weekly and ad-hoc reporting data as required.

Knowledge, Skills  and Experience

  • Proven track record of experience as a Lead Planner / Planning Manager or similar role.
  • High expertise with various schedule management applications (Primavera P6 / Tilos), 4D planning a plus.
  • Experience of fast-track projects with multiple interfaces.
  • Experience working in both an Owner’s and PMC Organisation.
  • Understanding of commodity quantity unit rate analysis with respect to planning and forecasting.
  • Experience implementing Progress Measurement Systems.
  • Ability to analyse and resolve complex issues, both logical and interpersonal.
  • Ability to negotiate efficiently and effectively.
  • Strong analytical and problem-solving skills.
  • Excellent communication skills with multiple levels of Management.
  • Team player with ability to lead a multinational, multi-dimensional organization.
  • English proficiency.
  • Minimum 10 years of experience in Capital Construction Projects Planning.
  • Minimum five (5) years planning experience in complex interface environment.

Qualifications

  • Degree in relevant subject (e.g. Engineering, Project Management)
  • Expert working knowledge of Primavera P6
  • Professional membership qualification (e.g. CIArb, APM, PMP, CEng)
  • Additional certification in other Microsoft applications a plus (e.g. Power BI)
