Job Description

Key Roles & Responsibilities
•    Monitor operational activities to provide assurance that established controls for regulatory and other obligations are being applied on the assigned vessels.
•    Guide operational managers and supervisors in the application of HSSEQ culture methodologies within the areas under their control
•    Application of compliance and measurement tools at work site environments to monitor, record and verify that safe work methodologies and processes implemented by operational managers / supervisors are effectual
•    Assure that established zero harm management strategies and Milaha Ship Management HSSEQ Management Systems are being adhered with at operational work sites
•    Examine work site activities to ensure that operational managers and supervisors are adhering with site-specific established risk management processes, in keeping with as low as reasonably practicable controls and industry specific hierarchy of control principles
•    Support operational managers and supervisors to undertake effective work place inspections, enforce compliance with established work method statements and permit requirements, and that high-risk work is adequately supervised
•    In event of HSEQ related incident, direct initial scene response, provide situation reports to line manager, collate data requirements for analysis, conduct interviews of involved persons and where requested participate in incident investigations. Incident reports to be prepared, uploaded on the system and followed-up until closure of corrective/preventive actions.
•    Deliver HSEQ training packages as required at assigned work sites
•    Undertake verification of competency assurance for operational activities, as part of the vessel inspections and offshore visits, in accordance with internal and client requirements.
• Ensuring continuous improvement in vessel condition and compliance by enhancing safety culture.
• Provide pre-joining induction and briefings to crew, in accordance with the client requirements.
• Liaison and meetings with client representatives and promote client HSE Initiatives.
• Participating in the client inspections and following up on the raised actions.
•    Perform other job-related duties as assigned by the line manager
Decision Making Authority:
•    Command and Control authority at incident scene in event of emergency

Qualifications

Minimum Qualification/Experiences/Skills
Education & Professional Qualification:
–    3-year Full Time Degree (Associated Degree) and a 2-year Full Time Graduate Diploma in Health and Safety; or
–    3-year Full Time Degree (Associated Degree) and NEBOSH Diploma in Occupational Health and Safety; or
–    3-year Full Time Degree (Associated Degree) and Chartered member of IOSH
– Marine certificate of competency holder (Chief Mates unlimited, OOW or Equivalent), with sailing experience on board the vessels is preferred
–    Auditor qualification for ISO (9001/14001/45001) accreditation framework is preferred
–    Root Cause Analysis certification is preferred
– ISM/ISPS/MLC Internal auditor course is preferred
– Incident investigation course
–    Training and Assessment qualification at Level 4 or higher is preferred
Professional Experience:
–    5 – 7 years of relevant experience of which 2 years as HSE professional in heavy industry maritime / ship management
Geographic Experience:
–    Middle east experience desirable
Computer Skills:
–    Good knowledge of Office and web applications
–    Advanced MS Excel and PowerPoint skills
Language Skills:
–    Fluent spoken and written English
Market/Industry/Functional Knowledge:
–    Proven success in the implementation of an effective safety process culture in a multinational environment where perceptions of safety and risk vary considerably
– Good working knowledge of International Convention of the Safety of Life at Sea (SOLAS), International Convention on Standards of Training, Certification and Watchkeeping for
