Job Summary
Leads and manages zakat & local (KSA & MEA) direct tax operations; ensures compliance for all zakat and local direct taxes (CIT, WHT); manages and supports the optimization of zakat & local taxes for SABIC & its KSA-MEA Affiliates; assesses and implements processes that continuously improve the sustainable efficiency and effectiveness of SABIC’s zakat & local tax position, including the cost-effective management of tax resources. Possess and Maintain significant subject competencies. Manage & supports risk management for all zakat & local taxes. Supports the implementation & development of the zakat & local tax strategy globally, ensuring the zakat & local tax compliance and local optimization of SABIC’s Global Enterprise Model. Partners effectively with SBUs and Corporate Functions in tax projects and transactions. Regularly reports on monitoring, managing, controlling and tracking all zakat & local tax compliance, litigations, business requirements. Maintains significant relationships and interactions with Zakat & Tax Authorities (ZATCA). Provide appropriate and relevant consultancy services to SABIC executive and senior management. Actively participate in special projects (e.g. mergers & acquisitions and restricting) where Tax/Zakat has a significant contribution in decision making.
Job Purpose & Responsibilities
Strategic Contribution
• Supports the Global Tax Leadership Team in developing the strategy map of Corporate Finance.
• Develops, implements and monitors the strategy realization of the zakat & local tax function. Cascades the strategy into an annual business plan covering operational objectives and specific goals.
• Supports the Global Tax Leadership Team on the development, management, monitoring and completion of Global Tax goals reported in the Corporate Finance Quarterly Performance Review.
Policies and Procedures
• Supports the Global Tax Leadership Team in formulating and maintaining all related services and procedures for compliance with the SABIC Accounting Manual, the Master Authority Schedule, corporate governance requirements within SABIC globally and any related Zakat & Tax Mandate, Governance, Policies, Guidelines and Manuals.
• Ensures adherence to the documented processes, policies and procedures relating to Zakat & Tax Management globally
• Develops, manages and delivers (at least) quarterly reports to the Director Global Zakat & Tax Operations relating to zakat & local taxes, including compliance effectiveness, analysis & trends, productivity & efficiency and action plans; SBU partnering & project status, zakat & local tax operational optimization status and zakat & local tax management KPI status.
People Management
• Recruit and manage a leading zakat & local tax operations team in the chemical industry.
• Ensures Talent Management of the zakat & local tax operations team and enhance competencies in alignment and cooperation with the Director Global Zakat & Tax Operations, HR and Corporate Finance Global Community.
Zakat & Tax Operations
• Manages zakat & local tax operations for SABIC & its KSA Affiliates.
• Ensures, monitors, measures and reports globally accurate and timely zakat & local tax compliance.
• Manages the operational relationship with the KSA tax authorities (GAZT), including the conduct of tax audits.
• Manages and co-develops optimal resourcing of zakat & local tax operations, including efficient and effective use of external advisers and technology; co-develops, manages and monitors the budget and spend on resourcing zakat & local tax operations.
• Manages, monitors and mitigates zakat & local tax risks, together with the Tax Planning & Risk Management Team.
• Supports GFR&C, Tax Planning & Risk Management and the statutory auditors to ensure the zakat accounts are accurate, reconciled and that provisions are properly recorded.
• Implements and maintains zakat & local tax policies, guidelines and manuals to ensure tax compliance, risk management, tax optimization and business partnering achieve effectiveness in SABIC’s Global Enterprise Model.
• Identifies & implements zakat & local tax optimization opportunities in line with SABIC’s Code of Ethics, the tax mandate & policies.
• Represent SABIC & its affiliates in appeal committees, seek advance rulings and actively participate in negotiations with tax authority.
Minimum Education/Experience Requirements:
- Bachelor’s degree: a relevant subject such as Law, Economics, Accounting, Finance preferred..
- Masters or equivalent degree in a relevant subject preferred.
- Professional qualification such as Tax Practitioner’s Certificate, CPA, Law or ACCA.
- 11+ years in zakat & local tax.
- Extensive experience in the zakat & local tax function of large multinationals and/or Big 4.
- International global tax experience and general practical understanding of international tax law and guidelines regarding direct taxes.
- Fluent in written and spoken English; multiple language ability an advantage.
- Prior experience in leadership role, Excellent knowledge in SABIC business & operations, Excellent negotiation skills.
