Job Description

Role Purpose

Manages a single project or several related projects from preparation of the Project Proposal to commissioning the facility and performing post-completion analysis.

Key Responsibilities

  • Develops the Project Proposal and obtains approval.
  • Coordinates subordinate personnel in controlling the value, cost and time of the project.
  • Coordinates the staffing of the project team which will vary over the time of the project.
  • Coordinates the preparation of documentation for the bidding of construction. Participates in the selection process and recommends a contractor.
  • Approves contract variations and payments within limits of his authority or endorses and forwards to higher authority.
  • Anticipates and plans for changes in project scope, timing or costs. Prepares documentation and obtains management approval.
  • Prepares a post-completion report for management critique. Assigned as Construction Site Manager:
  • Performs all Division level functions as established by management.
  • Guides the overall planning and oversees the overall construction effort of projects, including expenditures of funds and cost control of assigned project.
  • Reviews assigned construction project status schedule and costs reports to ensure satisfactory progress of program commensurate with approved timing and funds.
  • Sees that requests are initiated for additional funds, if necessary, to complete assigned projects and is responsible that overspending appropriated funds is not done without prior approval.
  • Undertakes a prime part of the liaison function between the Prime Engineering office and proponent after start of construction until project is completed.
  • Constantly reviews significant aspects of all assigned projects including periodic inspection visits to job sites.
  • Reviews bids and/or contracts for compliance to policy procedure and scope or stated agreements, as applicable.
  • Approves contract payments for work accomplished after review that contractual obligations have been fulfilled.
  • Provides administrative direction to his assigned Senior Project Engineers, prepares job performance appraisals, reviews performance and approves merit increases as designated within his authority.
  • Recommends job promotions.
  • Oversees and reviews incoming and outgoing correspondence concerning projects assigned.

Sees that proper job records are maintained on all assigned projects.

Knowledge, Skills and Experience

  • 12 years’ experience in a broad spectrum of engineering work including project management. Operations supervision experience highly desirable.
  • Must be able to express himself well in written and spoken English.
  • Incumbent will be required to travel extensively and may be away from home for extended periods of time.

Qualifications

  • Bachelor’s Degree in Engineering.
