Job Description

Role Purpose

NEOM employee who is ultimately responsible for administration of design and construction contracts, establishing a baseline, controlling costs (pre and post-contract) and reporting on project and programme performance on behalf of NEOM by Governance and Oversight of the program, including managing the PMC Consultant deliverables.
Responsible for Project Controls Management, including Budget, Estimate, Cost, Planning, Reporting, Commercial, Contract, Document Control and Risk.

 

Key Responsibilities

Organization

  • Project Control Manager reports to the Executive Director / Project Director, supporting the business’s technical and execution team through compliance and best practice as determined by NEOM procedures and guidance.
  • Project Control Manager will manage the Cost, Risk and Planning teams
  • Provides support to Technical, Commercial, and Procurement Managers as required
    Procedures
  • Implements Project Controls Procedures and ensures compliance with those procedures by the PMC and Contractors
  • Interfacing with the NEOM-Wide Enterprise Project Controls and NEOM Regional Project Controls department concerning schedule, cost, reporting, risk, change management, and other project controls requirements.

Planning & Cost

  • Oversee the planning, scheduling, and cost control efforts for all program/project phases, to maintain and analyse actual and forecasted schedules, costs and risks and monitor, report and manage deviations.
  • Manage Development of L1, L2, and L3 schedule and assess contractors’ baseline and updates.
    Reviewing and validating the project schedules and detailed development of the approved project budget.
  • Reviewing schedules and the detailed budget to the approval of the Executive Director, then ensuring their communication to the relevant project stakeholders.
  • Earned Value Management. Managing on an ongoing basis the integration of the project cost control, schedule, and progress management systems to ensure they remain aligned and consistent.
  • Provides performance information, including forecasts at Completion.

Risk

  • Coordinate the early identification of risks, preventive measures, or corrective actions, as much as required to improve the project status and mitigate the risks.

Commercial, Procurement, Contract

  • Co-ordinate and manage the contracts procurement activities with NEOM Procurement and PMC.
    Develop procurement strategies for assets during the pre-approval project phase and provide input to planning and estimating in developing an aligned project execution strategy (inclusive of both CAPEX estimate and execution timeline) for those identified assets.
  • Work with NEOM Regional Team regarding consistency of approach and application of contract terms, conditions, and procedures.
  • Provide independent advice to the team concerning specific or common contract queries.
  • Conduct reviews of contract performance for areas for improvement.
  • Responsible for the continued improvement of procurement and contracts management processes to improve efficiency to achieve the highest quality, lowest cost, and on-time delivery of assets
    Provide leadership to the Cost and Contract Management teams, including pre-award Procurement,
  • Contract Administration, claims management/dispute resolution, and contract close-out for consultant, supply, engineering, and construction contracts.
  • Participates in Project Procurement, Contracting, and Contract Administration activities to ensure they align with project controls processes and overall project objectives
  • Monitors and controls PMC Staffing, Timesheet, and Invoices.

Procedures

  • Implements Project Controls Procedures and ensures compliance with those procedures by the PMC and Contractors
  • Interfacing with the NEOM-Wide Enterprise Project Controls and NEOM Regional Project Controls department concerning schedule, cost, reporting, risk, change management, and other project controls requirements

Reporting

  • Summarizes Program Level Reporting into concise and transparent Executive Management Reporting, including Dashboards, Weekly Reports, Monthly Reports, and other ad-hoc reports
  • Work closely with the Executive Director and provide reliable and comprehensive information about the project status: budget, schedule, progress, planned, actual, forecast, resources and productivity, trends, and risks.

 

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • Proven track record of experience as a Project Controls Manager on large capital projects.
  • Experience in large infrastructure projects, iconic buildings, and Process Plants.
  • Expert in Project and Program Management software tools (Primavera P6, SAP, Excel, etc.)
  • Expert in Earned Value Management
  • Experience in assessing Extension of Time claims and quantum claims.
  • Expert understanding in the application of Project Controls Procedures, including Cost, Schedule, and Change Management
  • Experience with Cost Management applications and interface management with ERP.
  • Risk Management Experience.
  • Excellent problem-solving and communication skills
  • Excellent negotiation skills, including acting as an independent assessor.
  • Team player with the ability to lead a multinational, multi-dimensional organisation
  • English proficiency; Arabic is a plus
  • Experience in leading a large Project Controls team.

Qualifications

  • Bachelor’s degree in Engineering / Construction Management
  • PMP certification is a plus
  • Additional certification in Risk, Cost, Planning, and Contract Management is a plus
  • Minimum of 15 years of experience in Project Controls with expertise in managing a Team and a PMC.
  • Expert understanding of Project Controls Processes and Procedures, including Cost, Schedule, Risk Management, and Change Management.
