Job Purpose

Assist the SDM in the technical design management of wet infrastructure by providing project management and technical expertise in the planning, design, construction, and commissioning stages of the projects. Main purpose of this role is to carry out the following tasks in the capacity of DM Water:

  • Involvement in the Technical design development and review of regional and primary infrastructure technical submissions for wet infrastructure prepared by the consultants during various stages of the project.
  • Ensuring quality of design, documentation and effort is maintained by the consultants by providing appropriate review comments as per the end user requirements and applicable standards.
  • Closely working with other stakeholders and attending regular meetings with the consultants in the development of the required technical deliverables.
  • Responding to Design and Construction RFIs.
  • Regular reporting on design, quality & progress against RSG requirements, deliverables & program.
  • Participating in the design review process, including monitoring & assessing design outputs of numerous consultants to ensure timeliness, completeness and fit against the Employer’s requirements.
  • Preparing and assessment of technical sections of RFP’s, Service Orders and Contracts.

Job Responsibilities

Functional/Technical Responsibilities

The Candidate will be responsible for assisting the senior managers and directors on the development of the design and technical documents of regional and primary wet infrastructure. Responsibilities include but are not limited to the following:

  • Review of Area Master DATA (AMD) received from the development team and carrying out the following tasks:
  • Development team develops utility demand calculations for Potable Water, Wastewater, Fire Fighting, and Irrigation.
  • Central utility compound plot size determined, including potable water, firefighting, irrigation, and sewage lift stations.
  • Teamwork for Central Utility Compound (CUC) Size
  • Collaborating to determine CUC size, including power, solid waste, and other utilities.
  • Allocating utility plots for wet utilities’ infrastructure, such as sewage lift stations and irrigation tanks.
  • Providing options for water sourcing and wastewater disposal.
  • Developing a water cycle flow chart to assess water shortage or excess supply.
  • Creating an Infrastructure servicing strategy document detailing proposed wet infrastructure.
  • Input into the Request for Proposal Document for a Master Plan consultant engagement.
  • Design Manager Role in CMP Infrastructure Strategy Development
  • Collaborating with stakeholders and attending meetings with consultants.
  • Resolving issues and attending workshops at consultant’s offices.
  • Overseeing consultant work to ensure comprehensive CMP.
  • Reviewing and providing comments on draft and final CMP documents.
  • Detailed Master Plan Infrastructure Strategy Implementation
  • Collecting and implementing CMP comments in DMP Infrastructure Strategy document.
  • Ensuring comprehensive DMP for Design Consultants’ use in design stages and tender documents.
  • Reviewing concept, schematic, and detailed design drawings and reports for wet utilities’ networks, pump stations, storage tanks, Desal/RO plants, and STP.
  • Adherence to company, KSA, and international standards.
  • Project Management Role Overview.
  • Reviewing utility corridor cross-sections, utility rainbow drawings, and 3D BIM Models.
  • Supporting project progress through technical presentations, Change Requests, and Variation Orders.
  • Developing concept sketches in AutoCAD and Adobe pdf.
  • Conducting high-level design calculations to assess feasibility of concepts.
  • Performing concept to detailed designs of wet infra systems.
  • Risk Identification and Mitigation in Construction Projects
  • Identifying and addressing project-level and business risks.
  • Responding to RFIs on construction contracts and PPP projects.
  • Preparing water and utility service orders under agreements and contracts.
  • Collaborating with RSG sustainability team for net zero carbon objectives.
  • Ensuring project delivery in line with RSG’s policies and international best practices.

  • Developing project procedures like BIM for infrastructure.
  • Coordinating with end users on asset management and operational requirements.
  • Management of appointed parties, monitoring performance and scope compliance.
  • Input into value engineering and constructability workshops.
  • Regular quality and risk management reviews.

Job Requirements

  • Degree in Civil Engineering or equivalent recognized by Saudi Council of Engineers (SCE).
  • Minimum of 10 years of experience, preferably 5 years in the Middle East in wet infrastructure development.
  • Significant track record in designing wet infrastructure projects in consultancy.
  • Familiarity with commercial hydraulic modeling software and GIS knowledge.
  • Strong Master Planning experience of Wet Infrastructure.
  • Minimum 10 years of experience in delivering infrastructure projects focused on wet infrastructure.
  • Preference for Chartered accreditation (CEng from ICE UK, CPEng from EA).
  • Proficiency in AutoCAD, ACC/BIM360, Navisworks, GIS, and other engineering applications.
  • Good knowledge of MS office suite, including Power BI.
